MAC stands for Media Access Control, and, long story short, the MAC address is a code used to identify a particular computer or device on various types of networks, such as Wi-Fi, ethernet, Bluetooth and many more.

In a local subnet ,the MAC addresses are mapped to IP addresses through the ARP system. Interfaces on the local net know how to map IP addresses to MAC addresses.

You have to strengthen the WiFi signal from your router. Your Chromebook doesn't have much to do with it.
