How to Make a High Powered Pen Gun

Remove the writing tip, ink tube, and tube cap from the pen.
Cut off the writing end of the pen tube with a utility knife.
Cut a rubber band in half and mark the halfway point with a dot.
Align the dot over one end of the pen tube and tape the rubber band ends to the pen.
Insert the ink tube into the pen so the non-writing end pushes the rubber band out.
Pull and hold the rubber band and ink tube to create tension.
Release the band and ink tube to send the ink tube flying out of the pen.

Then put a dot in the center of the elastic band strand.
Put the dot of the elastic band strand over the smaller opening of the pen (you can use a texta tube instead for it being larger)
Get both ends of the elastic band and pull them down either side of the pen, and sticky tape the ends of the elastic band onto either side of the pen with a little bit of the ends still out so you can turn them back over the sticky tape, and fold the ends over and tape them down again, to acquire greater holding and a lower chance of hurting one's self.
Hold onto the end of the ink cartridge that you slid out the other side, and bring the dot of the elastic onto the end of the pen and grip onto the elastic band with the ink cartridge sandwiched in the middle.

Tips

If you want to shoot the ink itself, cut the writing end off of the inkwell at an angle. It's kind of messy but when fired correctly the ink should explode onto your target.

Elastic band (preferably a wide red elastic band although any strong wide elastic band will do)
Scissors (these are also to be used a pliers)
