What is she doing when you see her? Reading? Watching Netflix? If you notice you have something in common like a favorite book genre, compliment her on her good taste and the include something specific so she knows that you are being genuine. For example, if she is watching an anime, comment about the last episode of your favorite anime you just watched. If there is no obvious common ground, other than your taste in coffee houses, just go up and introduce yourself and be honest. No pickup lines. No getting in her personal space. And smile.
