It's a woman who is actively reinforcing patriarchal roles while putting down other women. It can be through "I'm not like other girls" e.g. acting agnostic to typically feminine things because they are not "cool", or can be through putting down feminist expressions and women, who decided to live outside narrow norms set by patriarchy and redefine feminine expressions so those serve them, not men. There was a viral video "I'm not a feminist, I can cook", which I think goes under that.
Actually if a woman is seeking male validation, I doubt that she will ignore make up, she just will wear the most undetectable one, making fun of those, who are not afraid to be bold with their makeup. I personally don't like wearing much of the make up, because it costs money and time, which I rather spend on my typically masculine hobbies, and also I think there is a societal pressure on women to wear make up. At the same time I love a creative make up or small bold moves like when someone is wearing bright pink mascara to the office. I see it as art and tool of self expression.
