What happens to .rar files after a few years? I downloaded some files and now they are all corrupt.

Nothing should happen under normal conditions. If you have a magnetic hard drive, it might have bad sectors.

Can a rar file's contents be saved as another file type?

Yes, you need to extract the rar file content and re-compress it to a different format, in example to zip format so recipients will be able to open (and even edit) the file without having WinRar installed.

What do I do if I tried to extract a file but it says a next volume is required?

You need to have all volumes - possibly saved in the same directory - that composes the archive in order to correctly and completely extract its content. Volumes are files with same name and extension numbered progressively, i.e. .001, .002, .003 - or .r01, .r02, .r03.
