    If you're using Adobe Acrobat, you can reorder the files within the "Combine Files" window by highlighting and dragging them to the order you want.

    What do I do if the files won't drop when I drag them onto the thumbnail panel?

    Create a new folder in the document folder, copy your files and paste them in that folder. Then open the document folder and the folder that you created inside it with your files, and follow all the instructions listed in wikiHow. It should solve your problem. It worked for me.
