Try freeing up storage space by deleting content that is unused and connect to Wi-Fi. 32-bit apps will not work in IOS 11, so try deleting 32-bit apps you may have, since after updating they will no longer work.

I had an iPhone SE running IOS 9 when I bought it used. I recently updated it to IOS 13. Will I be able to revert back to IOS 9 if I factory reset?

Unless you saved the SHSH2 blocks, no. Your SE is permanently stuck on iOS 13+.
