Does changing a DNS server bypass web restrictions?

It can bypass OpenDNS, but other than that it won't do anything (and even then, whoever is using OpenDNS for the restriction can see if you get on the site).

Why can't I use command prompt on my school laptop?

Applications (such as command prompt) are restricted or blocked on most school-owned devices. This is done to (at least attempt to) prevent students from visiting illicit websites, downloading/installing malware, or using non-productive applications (e.g. computer video games).
