    Where is the Chrome back-up stored?

    It is stored in the Google cloud. This means you can lose your device, damage it, your drive may die etc, but you will be able to restore your settings and bookmarks with ease. The plugins aren't stored there.

    If you log in to your Google account and enable sync, does all of your previous Google Chrome history (when you weren't logged in) also get synced? If so, can it be accessed from a different device?

    No, sync will only sync your history that is linked with your account (from when you signed in). In your sync settings, make sure you have 'sync history' enabled to access search history on other devices.
