Does Overdrive work on Kindle Paperwhite?

Unfortunately, Kindle devices are not compatible with Overdrive outside of the US, and Overdrive had to negotiate for years to get Amazon to allow even that. If you haven't yet committed to buying a Paperwhite and want a device that will work with Overdrive, a Kobo or Nook is a good alternative.

Can I use the OverDrive app on a Kindle Fire in the UK?

Yes, I have both Overdrive and Borrowbox installed on my 2018 Amazon Fire HD8. These were both available from the device's app store. I am using Overdrive as there are more books available via that from my library (Oxfordshire).
